We offer builders the opportunity to receive cash rebates for building Wattsmart® HERS-rated homes that are more efficient than the current energy code requires. Stand out and show your commitment to quality with homes that deliver superior comfort, greater durability and lower energy costs.

Before submitting a project, builders must complete their Wattsmart New Homes program enrollment. To apply for incentives, please download and complete the Builder Participation Agreement and the Third Party Incentive Application Submittal Authorization (if applicable), fill out a W-9 tax form, and return them to WattsmartNewHomes@RockyMountainPower.net.

    Ensure single-family home qualifies:

    • Must be new construction, not an existing home.
    • Electrically cooled or heated homes qualify
    • Multifamily homes up to 3 units per foundation qualify

    Performance program rules:

    • To be eligible for performance rebates, home must have electric heating or cooling which is included in the HERS modeling.
    • Home must be site built and verifiable and testable following ENERGY STAR and RESNET™ requirements.
    • Homes that are built off-site but follow the state/local/regional codes qualify for new construction rebates.
    • Home must meet all individual program requirements for each measure, including homes built off site.
    • Home cannot use on-site generation to achieve modeled energy savings.
    • HERS modeling software must be approved by RESNET™ at the time of modeling.
    • Homes must meet current code requirements for duct leakage and air infiltration.
    • Rocky Mountain Power Pay for Performance, ENERGY STAR, and Connected Thermostat measures may be combined. If seeking the ENERGY STAR rebate or the HERS add-on for standalone measures, the HERS index used for ENERGY STAR certification must meet HERS 62 or lower.
    • A whole home Pay for Performance incentive cannot be combined with the stand-alone rebates (CAC, HPWH, DFHP, GSHP).
    • Rebate application must be received within 180 days of the Certificate of Occupancy issuance date or equivalent from the governing municipality.

    Stand-alone measure program rules:

    • Review the complete list of requirements for each stand-alone measure.
    • Home must meet all building codes and standards requirements, including homes built off site.
    • Home must meet all individual program requirements for each service completed.
    • Rebate application must be received within 180 days of the Certificate of Occupancy issuance date or equivalent from the governing municipality.
    • If applying for a multifamily property (up to 3 units per foundation), please submit one application per unit.
    • For properties with 4 or more units per foundation, please see our custom Multifamily Program.

    Required documentation for performance measures:

    • Copy of fuel summary report
    • Copy of ENERGY STAR certification (if applicable)
    • Brand and model of equipment (if the home included above code equipment)

    Customer eligibility

    Residential electric customers residing in the state of Utah who purchase their electricity from Rocky Mountain Power on rate schedules 1, 2 or 3 qualify. Landlords who own rental properties served by the company in the state of Utah where the tenant is billed on rate schedules 1, 2 or 3 also qualify for this program. You can locate your rate schedule on your bill or by calling 1-888-221-7070. Rebate checks are only issued in the name of the Rocky Mountain Power account holder.
