Utah Community Clean Energy Program

Rocky Mountain Power is working with Utah Renewable Communities – a coalition of cities, counties and municipalities – to advance renewable energy solutions through the Community Clean Energy Program.

Join your community to build clean energy

The Community Clean Energy Program is an “opt-out” program, which means customers in participating communities will be enrolled unless they take action to opt out. Customers in these communities will receive more information by mail and email in November and December 2026. Customers who do not opt out of the program by January 1, 2027, will see a small additional charge on their monthly Rocky Mountain Power bills starting in 2027.

Costs to participate in the program are below and also in Rate Schedule 100. Program rates may be changed once per year upon approval by the Utah Public Service Commission.

The program costs an additional $4.00 per month for residential customers.

As shown above, households enrolled in the Schedule 3 Low-Income Lifeline Program (also known as the Home Electric Lifeline Program) will receive an enhanced monthly bill credit of $4.00 every month to help offset the cost of the program. 

Commercial customers are charged $0.00609 per kWh. The table below is for illustrative purposes.
