Large service requests

This is a request for new electric service for a large energy user with the following threshold.

In Utah, there are three unique large load thresholds:

• >100 megawatts of new or existing load growth within 5 years
• 50 megawatts to 99 megawatts
• 25 megawatts to 49 megawatts

Step 1: Large-Scale Service Request

The customer should contact us at Largeloads@PacifiCorp.com to receive the Customer Information Form and Financial Information Requirements. These complete documents need to be submitted to us through email. We'll let you know if there's any incomplete information.

Step 2: Submittal Requirements

A large load package is consider “Submitted” when the Large Load Engineering Service Agreement (LLESA) has been fully executed and payment has been received.

Step 3: Evaluation 

We will begin evaluations no later than April 1st and October 1st each year. 

Step 4: Service Proposal

Within 15 days of completing an evaluation, Rocky Mountain Power (a division of PacifiCorp) will provide the customer with a written service proposal that will include: 

• Required modifications and/or upgrades to the system and generation  
• Required transmission service requests 
• Cost estimates 
• A timeline for service 

Step 5: Contract negotiation

A large-scale service request will include:

• The customer’s identifying information
• The proposed location for electric service
• The requested amount of electric demand in megawatts
• A proposed service commencement date
• Energy use and profile information: 
  • Anticipated annual energy usage
  • Expected hours of operation
  • Seasonal variations
  • Peak demand requirements
  • Any special service requirements
• Information sufficient to demonstrate the financial capability to complete the customer’s project for the large-scale service request
• Confirmation that the customer will not use the electric service for resale

Rocky Mountain Power will complete an evaluation no more than six months after the dates below:

• For large-scale service requests received between October 1st and March 31st, the evaluation period will begin no later than APRIL 1st. 
• For large-scale service requests received between April 1st and September 30th, the evaluation period will begin no later than OCTOBER 1st.

The evaluation cost for a large-scale service request will be a minimum of $150,000, payable upon execution of an Engineering Service Agreement.

Yes.

A large customer will pay all reasonable incremental costs necessary to provide electric service including: 

• Design, engineering, procurement and construction of large-load facilities
• Incremental generation costs
• Long-term operation and maintenance of large-load facilities for the duration of the special service contract

Also, to the extent permitted by the Federal Energy Regulatory Commission (FERC), the contract will include:

• Transmission system improvements

Yes, in Utah, according to the rules and requirements of Utah Senate Bill 132.

In Utah, a qualified electric utility is not required to provide electric service if:

• The utility cannot provide power in the timeframe needed.
• The two parties cannot agree on terms.
• The customer is receiving service from a large-scale generation provider that is not the incumbent utility.

Closed private generation system:

• Is not connected to the utility grid.
• Services one or more customers with minimum cumulative demand of 100 MW.

Connected generation system:

• Connected to utility transmission system.
• Serves large loads.
• Must be provided for in the large-load contract or otherwise operate independently from PacifiCorp.

• >200 megawatts of new or existing load growth requires a special contract

Rocky Mountain Power accepts requests for large service on a continual basis in Wyoming. 

Step 4: Engineering Study/Service Proposal

After completing the initial system impact study, Rocky Mountain Power (a division of PacifiCorp) will provide the customer with a written service proposal that will include: 

• Required interconnection modifications and/or upgrades to the system
• Cost estimates for interconnection
• An estimated timeline for service 
• Identify any necessary Transmission Service Requests (TSR) 

For requests >200 MW,

• Incremental generation requirements 

Step 5: Contract negotiation: Master Electric Service Agreement (MESA) or Special Contract

• 25-199 MW: Master Electric Service Agreement (MESA) or special contract if applicable
• >200 MW: Special Agreement

A large-scale service request must include:

• The customer’s identifying information
• The proposed location for electric service
• The requested amount of electric demand in megawatts
• A proposed service commencement date
• Energy use and profile information: 
  • Anticipated annual energy usage
  • Expected hours of operation
  • Seasonal variations
  • Peak demand requirements
  • Any special service requirements
• Information sufficient to demonstrate the financial capability to complete the customer’s project for the large-scale service request and provide necessary security
  • 25-199 MW: minimum five years of demand charges
  • >200 MW: full project costs
• Confirmation that the customer will not use the electric service for resale

Rocky Mountain Power strives to complete an evaluation in no more than six months after the submittals and study payment have been received. This timeline can be impacted by necessary customer submittals or integration with other large load requests on the system. 

The evaluation cost for a large-scale service request will be a minimum of $150,000, payable upon execution of an Engineering Service Agreement.

Service agreements over 200 MW in Wyoming will require a special contract which requires commission approval.

Project thresholds below 200 MW will be analyzed on a case-by-case basis.
