The Rocky Mountain Power Electric Vehicle Infrastructure Program provides two ways to receive incentives for electric vehicle charging or make-ready investments.

The electric vehicle charging program provides customers with rebates for level 2 and DC Fast Chargers that have been purchased since January 1, 2022. To be eligible for a rebate, electric vehicle chargers must be on Rocky Mountain Power’s approved chargers list. Submit your rebate application to Rocky Mountain Power through this website to receive your rebate.

The make-ready program provides custom incentives for projects based upon the application submitted and available funding. Projects are expected to assist in increasing EV adoption or reducing transportation sector emissions. “Make-ready” refers to all necessary electrical infrastructure between the utility grid interconnection and the chargers. The investments can cover infrastructure on both the utility side and customer side of the meter. The investments do not include the charger.

Manufacturers and vendors that are interested in adding their product to the approved charger list must fill out this application and submit it to EV@RockyMountainPower.net.

Customers can apply through this webpage for a rebate for an electric vehicle charger. Non-residential customers with large or non-standard projects can participate in the make-ready infrastructure program by completing a project application (above) and submitting it to Rocky Mountain Power for consideration.

o   AC Level 2 Chargers require 240-volt electricity similar to the plug used to power a typical clothes dryer in a home. The demand for a Level 2 Charger will vary between 3.3 to 9.6 kilowatts for residential models and can charge up to 19.2 kilowatts for commercial models. The specific rate will vary depending on the charger and electric vehicle.

DC Fast Chargers require 480-volt 3-phase power to operate. A DC Fast Charger typically draws between 50 and 350 kilowatts of demand depending on the charger and electric vehicle.

The make-ready infrastructure program only provides funding for the supporting infrastructure and does not cover costs for the electric vehicle charger. Projects receiving make-ready funds are not eligible for charger rebates. The amount of the incentive is based on the application submitted and available funding.

For incentive purposes, Rocky Mountain Power considers a charger dual port if two vehicles can charge simultaneously with the same charger. Some chargers may have two cables with two different port types (e.g. combination of CCS, CHAdeMO, and/or NACS charging ports), but can only charge one vehicle at a time. These chargers are not considered dual port. Please check with your vendor of choice to determine the charging capabilities.

Dealerships are eligible to apply for prescriptive incentives, and are not eligible for make-ready funding at this time. An up-to maximum of $250,000 will apply for dealerships.

Please refer to your applicable city/county/state for any ordinances, requirements, and permits needed for your project. Applicants are responsible for verifying projects are up to code and meet all local, state, and federal requirements.

Non-residential customers that have the following types of projects are good candidates for make-ready incentives:

• Projects that are available to the public
• Large workplace charging projects
• Projects for multifamily housing
• Projects that transition fleets to electric
• Projects that demonstrate a sizable increase in EV adoption and/or decrease in transportation-related emissions

Car dealerships are not eligible for make-ready funding at this time but can apply for the prescriptive charger rebates. The maximum incentive for dealerships is $250,000 per site.

Site-level participation caps are posted above for projects receiving make-ready funding.

Sites that are planning to install AC Level 2 Chargers and DC Fast Chargers can apply for make-ready funding. The awarded incentive value will be determined at the discretion of Rocky Mountain Power.

Projects that include either (or both) Level 2 or DC Fast Chargers are eligible for make-ready funding. The funding only covers the infrastructure and not the charger(s), but the infrastructure can serve either Level 2 or DC Fast Chargers.

Make-ready funds can cover any infrastructure upgrades required to support electric vehicle chargers. This can include but is not limited to: electrical upgrade costs (new electrical panels and conduit), general site upgrade costs (physical changes necessary to accommodate the EV chargers such as trenching, boring, and other civil work), design costs, and installation costs.

Materials not eligible for make-ready funding include but is not limited to: the EV charger, charging cables, networking fees, pedestals, and bollards.

Awards will be made on a case-by-case basis, and it is expected that applicants will demonstrate commitment to the project. Rocky Mountain Power will not fund more than the cost encumbered by the customer, including other funding sources, grants, or incentives.

Initial award amounts will be determined at the discretion of Rocky Mountain Power, and will be based on factors such as application responses, expected charger usage, project cost, feasibility of the project, etc.

Make-ready and DC Fast charger projects require preapproval before any construction work can begin. Projects where construction has already begun will be reviewed and approved at the sole discretion of Rocky Mountain Power.

Any project that was completed prior to the start of the program is not eligible for EVIP funding.

Make-ready funding cannot be leverage for future proofing. Funding can only be issued for infrastructure supporting chargers that are installed and energized when the funding is issued. 

Yes. Projects that receive make-ready infrastructure funding must utilize chargers that are open source and interoperable. See the list of approved chargers that meet this requirement

Applications may be submitted at any time by sending your completed application to EV@RockyMountainPower.net. Awards will be made quarterly. The awards will be based on applications submitted by the end of each quarter (March 31, June 30, September 30 and December 31 of each year). Applicants will be notified 30 days after the end of the quarter.

Applications should be fully completed; incomplete applications may be rejected. Priority will be given to projects that are demonstrated to be viable with a strong commitment by the applicant, projects that are expected increase EV adoption or reduce transportation emissions, and projects that are in the public interest and prudent as outlined in section 54-4-41(4) and (7) of the Utah Code.

Yes. The make-ready program is only a funding mechanism for your EVSE project. Projects that need electric service must still apply for that service. Information on connecting to new service can be found on our website under Start Service or Builders and Contractors.
