The Rocky Mountain Power Electric Vehicle Infrastructure Program provides two ways to receive incentives for electric vehicle charging or make-ready investments.

The electric vehicle charging program provides customers with rebates for level 2 and DC Fast Chargers that have been purchased since January 1, 2022. To be eligible for a rebate, electric vehicle chargers must be on Rocky Mountain Power’s approved chargers list. Submit your rebate application to Rocky Mountain Power through this website to receive your rebate.

The make-ready program provides custom incentives for projects based upon the application submitted and available funding. Projects are expected to assist in increasing EV adoption or reducing transportation sector emissions. “Make-ready” refers to all necessary electrical infrastructure between the utility grid interconnection and the chargers. The investments can cover infrastructure on both the utility side and customer side of the meter. The investments do not include the charger.

Manufacturers and vendors that are interested in adding their product to the approved charger list must fill out this application and submit it to EV@RockyMountainPower.net.

Customers can apply through this webpage for a rebate for an electric vehicle charger. Non-residential customers with large or non-standard projects can participate in the make-ready infrastructure program by completing a project application (above) and submitting it to Rocky Mountain Power for consideration.

AC Level 2 chargers require 240-volt electricity similar to the plug used to power a typical clothes dryer in a home. The demand for a Level 2 chargers will vary between 3.3 to 6.6 kilowatts depending on the charger and the electric vehicle.

DC Fast Chargers require 480-volt 3-phase power to operate. A DC Fast Charger draws 50 kW of demand.

The make-ready infrastructure program only provides funding for the supporting infrastructure and does not include the electric vehicle charger.  The amount of the incentive is based on the application submitted and available funding.

As more drivers make the switch to EVs, it’s important to understand when to charge your vehicle to have less impact on the environment and the energy grid. Energy usage is typically highest during the late afternoon and evening (also called "peak times"). Using more energy during peak times can result in increased electricity prices for everyone. 

Generally, the best times to charge your vehicle are during off-peak hours:

• During the middle of the day from 10 a.m. to 2 p.m. when solar energy is abundant.
• Overnight when the demand for electricity is lower – after 10 p.m. is best. 

Choices and recommendations for savings:

• Residential customers can enroll in our Utah EV Time of Use pricing option. 
• Set your vehicle’s time scheduling function to charge your car during off-peak times.

Non-residential customers that have the following types of projects are good candidates for make-ready incentives:

• Projects that are available to the public
• Large workplace charging projects
• Projects for multifamily housing
• Projects that transition fleets to electric

Currently there are no participation caps, but projects are expected to assist in increasing EV adoption or reducing transportation sector emissions.

Projects that include either (or both) Level 2 or DC Fast Chargers are eligible for make-ready funding. The funding only covers the infrastructure and not the charger(s), but the infrastructure can serve either Level 2 or DC Fast Chargers.

There is no cap on the award. Awards will be made on a case-by-case basis and it is expected that applicants will demonstrate commitment to the project. Rocky Mountain Power will not fund more than the cost encumbered by the customer, including other funding sources, grants or incentives.

Make-ready infrastructure incentives are only available for new EV infrastructure projects. Projects that occurred prior to the start of the program are not eligible.

Yes. Projects that receive make-ready infrastructure funding must utilize chargers that are open source and interoperable. See the list of approved chargers that meet this requirement

Applications may be submitted at any time by sending your completed application to EV@RockyMountainPower.net. Awards will be made quarterly. The awards will be based on applications submitted by the end of each quarter (March 31, June 30, September 30 and December 31 of each year). Applicants will be notified 30 days after the end of the quarter.

Applications should be fully completed; incomplete applications may be rejected. Priority will be given to projects that are demonstrated to be viable with a strong commitment by the applicant, projects that are expected increase EV adoption or reduce transportation emissions, and projects that are in the public interest and prudent as outlined in section 54-4-41(4) and (7) of the Utah Code.

Yes. The make-ready program is only a funding mechanism for your EVSE project. Projects that need electric service must still apply for that service. Information on connecting to new service can be found on our website under Start Service or Builders and Contractors.
