CASPER, Wyo. — Rocky Mountain Power expects more than $10 billion in Wyoming-related energy activity, infrastructure development and resource procurement over the next decade, building on a long history of supporting the state's communities, industries and economic growth.
Wyoming has been a critical part of Rocky Mountain Power's energy system for generations. Between 2016 and 2025, Rocky Mountain Power and associated developers supported approximately $15.7 billion in economic activity across Wyoming through power generation development, transmission and distribution infrastructure, fuel purchases, taxes, operations and maintenance activities.
That commitment has delivered measurable results for customers and businesses across the state. Since 2021, Rocky Mountain Power has improved Wyoming system reliability by 26%, eliminating an estimated 16 million minutes of customer outage time. During that same period, the company connected approximately 200 megawatts of new large-load demand – roughly a 20% increase – supporting major Wyoming industries including oil and gas, trona and cement while strengthening the infrastructure that powers economic activity.
"Wyoming has long been an essential part of our system and our future," said Dick Garlish, president of Rocky Mountain Power. "We've been serving customers, supporting industries and building energy infrastructure here for generations. As new opportunities emerge, we're committed to continuing that work in a way that strengthens reliability, supports economic growth and protects affordability for Wyoming families and businesses."
Wyoming is increasingly attracting interest from large energy users seeking reliable, grid-connected, long-term access to electricity. Rocky Mountain Power is currently evaluating approximately 4,300 megawatts of potential new demand, representing approximately three times the current electricity required to power Wyoming today.
Capturing that opportunity will require planning, infrastructure and partnership.
Rocky Mountain Power's long-term plans include:
As part of this package, the company is also planning to spend up to $80 million to advance site readiness and infrastructure planning that can help Wyoming compete for large-scale industrial and technology investments by shortening development timelines and accelerating project readiness.
These activities support existing industries while positioning Wyoming to compete for future economic growth, job creation and additional tax-base expansion.
Importantly, existing Wyoming customers would not be asked to subsidize infrastructure required to serve new large-load customers. Consistent with Wyoming's regulatory framework, costs would follow the cost-causer, with new large-load customers responsible for the infrastructure costs and risks created by their projects.
"Growth must be done the right way," Garlish said. "Our responsibility is to help Wyoming compete for new opportunities while ensuring the infrastructure needed to serve new customers is paid for by those customers, not existing households and businesses."
Wyoming customers also benefit from being part of Rocky Mountain Power's larger interconnected energy system. Access to a broader portfolio of energy resources, regional energy markets and large-scale procurement capabilities helps maintain reliable service while managing costs.
Affordability remains central to the company's planning efforts.
Rocky Mountain Power continues to pursue initiatives that lower costs and improve system efficiency, including participation in regional energy markets and the use of federal infrastructure funding. The company is leveraging approximately $50 million in federal grant funding to accelerate critical infrastructure projects, reduce customer costs and support continued reliability improvements.
The company also provides substantial ongoing support to Wyoming communities through taxes and local economic activity. Rocky Mountain Power pays approximately $22 million annually in Wyoming property taxes, representing roughly $220 million over the next decade.
Looking ahead, Rocky Mountain Power's plans represent the next chapter in a decades-long commitment to Wyoming.
Wyoming possesses abundant energy resources, a strong industrial base and growing interest from large energy users. Realizing the full potential of those opportunities will require collaboration among utilities, policymakers, regulators, businesses and local communities.
Rocky Mountain Power is committed to being a long-term partner in that effort.
