Steps to Participate
It's easy to access the many benefits of the program. Simply follow the steps below to become a builder of ENERGY STAR® homes.
Step 1 Enroll
Sign the Builder Participation Application & Builder Terms (PDF) form, which will:
- Qualify you to apply for cash incentives on new home construction
- Guarantee you a free listing on Rocky Mountain Power program website and ENERGY STAR website
- Qualify your company for cooperative marketing funds, inclusion in advertising campaigns, and sales and technical support
Beginning in 2011, builders using a third party (e.g. rating organization) for program submittals must complete and return the Third Party Application Submittal Authorization Form (PDF).

Step 2 Learn about ENERGY STAR new homes certification requirements
After you submit your application, program representatives will contact you to discuss requirements for obtaining ENERGY STAR new homes certification, including:
- Applying correct installation methods and building practices
- Using required building components
- Allowing inspections by HERS rater to confirm compliance
That's it! Now you are ready to build an ENERGY STAR home.
Step 3 Complete verification
During construction, a HERS rater will review building components and verify compliance with the Rocky Mountain Power ENERGY STAR New Homes Program certification requirements. Key points of verification will occur at:
- First site visit – after insulation is installed and before drywall starts
- Second site visit – after complete installation of the drywall and the mechanical ventilation/cooling systems
Step 4 Receive incentive check
After certification is complete, you will receive an incentive check from the Rocky Mountain Power ENERGY STAR New Homes Program.
