Utah
State Energy Assistance
The Home Energy Assistance Target (HEAT) Program is federally funded through the U.S. Department of Health and Human Services. HEAT is an assistance program designed to help low-income households with home energy costs. It is administered by the Utah Department of Community and Culture through local agencies.
HELP Bill Discount program
If your income meets HEAT Assistance guidelines, you may be eligible for the Home Electric Lifeline Program (HELP) which provides a credit on your monthly Rocky Mountain Power bills. Mention this to the HEAT Assistance Office when applying for financial assistance and they can assist you in enrolling for the bill credit.
Lend A Hand
Lend A Hand is a nonprofit program providing energy assistance with donated funds. Due to funding limitations, households with senior and disabled family members are given priority. The program is administered by the American Red Cross. For details call 1-800-328-9272 or (801) 323-7000. To donate, request an energy assistance donation envelope or call the Red Cross.
Utah Weatherization Program
The Utah Department of Community & Culture offers weatherization services at no cost to income qualifying households. For information, please call 211 or see the agency list to contact the local agency near you.
Wyoming
State Energy Assistance
The Low Income Energy Assistance Program (LIEAP) is federally funded through the U.S. Department of Health and Human Services. LIEAP is an assistance program designed to help low income households with home energy costs. It is administrated by the Wyoming Department of Family Services. Energy Share of Wyoming
Energy Share of Wyoming is a nonprofit program providing energy assistance with donated funds and is administered through The Salvation Army.

No-cost weatherization program
This program can decrease your electricity usage and make your home more comfortable. Customers eligible for the Low Income Energy Assistance Program (LIEAP) can enroll in this no-cost program.

Idaho Weatherization Program
Income-qualifying customers can receive free weatherization services, which may include insulation, refrigerator replacements, compact fluorescent light bulbs and measures that improve water heating efficiency.
